1. All qualifying competitions are played under normal
R&A Rules and any other regulations made by the Match & Handicap Committee
(M&H) from time to time and in accordance with West Hove Golf Club rule
number 25.
2. The eligibility and format of all competitions are
shown in the "Competitions - Men's Schedule" page of this web site. Any variations from that will be published on
the entry sheet.
3. All competitions will be played over 18 holes, from
the white tees and in groups of 4 unless otherwise stated on the entry
sheet. Play must commence from the first tee - except for (i) Sunday
competitions where the 10th tee is also used between 7.30am and
9.30am and (ii) where otherwise authorised by M&H.
4. All competitors are required to pay the entry fee as
stated on the entry sheet before playing – this will usually be in the
Pro’ Shop but may be in a reception area in the Clubhouse. Failure to do
so will disqualify the player.
5. The full name of the player must be clearly shown on
their score card and the entry sheet. Entry sheets will either be posted
on the notice-board in the foyer before an event OR, where prior booking
is not essential, placed in the Pro-Shop on the day of the event. If a
player’s full name is not on the score card and/or on the entry sheet they
will be disqualified.
6. The player’s handicap must be shown somewhere on
their score card. This does not necessarily have to be in the box
specifically provided on the card. If a handicap is not shown the player
will be disqualified.
7. Any player not arriving on the starting tee at their
booked or allocated tee time will be dealt with in accordance with the
“Note” in rule 6.3 of the Rules of Golf. Further, once a player has
entered his name against a starting time, that starting time has the
status of a time fixed by the Committee (M&H) and therefore cannot be
altered without the Committee’s authority. A breach of this condition
means disqualification.
8. The score card must be submitted immediately after
the competition and must be signed by both the player and the marker. The
score card must be placed in the competition box in the men’s changing
room (or returned to the reception desk in the Clubhouse) on the day of
the competition in order that M&H can check it. Failure to do so will
disqualify the player.
9. Competition scores should be submitted via the Player
Score Input (PSI) system located in the foyer. Failure to do so will NOT
disqualify the player but M&H reserve the right to preclude the player
from a future competition for persistent offences. No alteration to a
score card may be made after it has been submitted or recorded on the PSI.
10. Other than in the Club Championship, if a tie occurs
in either a scratch or handicap stroke play competition the winner will be
determined by reference to paragraph 11(c) of Appendix 1 of the Rules of
Golf (i.e. last 9 holes, last 6 holes etc.). In the event of a match play
event ending all square the match should be played off hole by hole until
one side wins a hole (see paragraph 11 of Appendix 1 of the Rules of
Golf).
11. Only Members who have agreed medical exemption by the
Club may use buggies during a qualifying competition. Any player who does
not have medical exemption and uses a buggy during a competition, other
than returning to the tee to play a provisional ball, will be
disqualified. All players may use a caddie, but a professional golfer is
not permitted to act as a caddie – failure to comply will disqualify the
player.
12. Prizes will be awarded to the winner of a competition
and those runners-up finishing close behind. Generally these prizes will
be in the form of a voucher to be spent in the Pro-shop. The value of
these vouchers will be determined by M&H according to the number of
entries to the competition. M&H reserve the right to substitute these
vouchers from time to time with other prizes such as golf equipment. The
winners of those competitions marked with a “T”
on the "Competitions - Men's Schedule" page of this web site will win a trophy which may be kept for up to one year.
If the winner wishes to keep their trophy at home they are required to
ensure that they insure the trophy against loss or theft.
13. Permanent Local Rules are printed on the back of the
score card. Temporary Local Rules will only apply if displayed on the
notice-board immediately outside of the Pro’ Shop.
14. Players are expected to play with undue delay and
comply with Section 1 of The Rules of Golf concerning etiquette. M&H
reserves the right to take action against persistent offenders and in the
case of a serious breach of etiquette, disqualify the player under Rule of
Golf 33-7.
15. In the event that (i) the course is closed or
(ii) temporary
greens are in play because of adverse weather, or (iii) there are fewer than six
competitors in a mid-week competition, or (iv) there are fewer than
sixteen competitors in a weekend competition, M&H will postpone or cancel the competition.

16. A player can only be disqualified from a qualifying
competition by the Committee governing the competition – usually M&H. If a
player feels the ruling is unjust they may appeal to M&H in writing within
2 weeks of the competition date. The Committee will review the appeal and
convene a review committee and inform the player of the time and location
of a hearing. The player may call relevant witnesses to support his
appeal. After the appeal review the Committee shall inform the player in
writing of their decision and the Committee’s decision is final.
These Conditions have been drawn up by the
Match & Handicap Committee and ratified by the Golf Committee.
They have
effect from 1 January 2008.

Adverse
Weather and Course Restrictions
These paragraphs explain the Club’s policy towards the use
of temporary tees and greens, the use of buggies and trolleys and the rare
closure of the course due to adverse weather conditions.
The aim is to keep play going for as long as possible
and from the correct tees and to our normal greens. However, there are
times when weather conditions are such that changes have to be made to protect the course
and those playing it.
General decisions on the day-to-day running of the course
are vested in the Head Green-keeper who reports directly to the General
Manager. He is best qualified to make these decisions. He will decide
whether tees and/or greens are playable and in exceptional circumstances
whether the course must be closed. Similarly, he will decide when the use
of buggies and golf trolleys are to be restricted. In making his
judgement, he may consult with either the Professional on duty or the Club
President.
In the absence of the Head Green-keeper these
responsibilities will pass to either the senior Green-keeper or the
Professional on duty. Whoever makes a decision to restrict play also has
the authority to relax any restrictions imposed and allow normal play.
Rule of Golf 6-8a. (ii) provides for a player to
discontinue play if “he believes there is danger from lightning”.
In these circumstances, that player should notify the Pro-Shop or the bar
staff who will give 3 consecutive notes on a siren to signify the
discontinuance of play to everyone. All players must seek shelter and play
should then only be resumed when the all clear signal of 2 short notes of
the siren are given.
Decisions imposing any form of restricted play are not
taken lightly. Members must accept the restriction and are reminded
that they must not apply any undue pressure for decisions to be rescinded.
If a Member has a complaint, he/she must write to the General Manager in
accordance with Rule 26. |
